THE OBJECTIVES:
The issue of population ageing is being characterized in a United Nation report as: unprecedented, pervasive, enduring and has profound implications for many facets of human life.
With the competition title – WISE : Welcoming Inclusive Space for Elderly, the Ninth International CAA Student Design Competition calls for strategies to connect the elderly within the broader context of family or community considering relationships between different age groups rather than focusing on either gated retirement communities or nursing home facilities.
In many communities the aged are cared for by families while in others, aged care is self-funded or supported by government, industry and private benefactors. The
juries are particularly interested in innovative solutions providing good value for money. Strategies should be developed that reflect the climate, culture and context of the design.
THE SCENARIO:
The selected site : Treasure Hill (寶藏巖) is located in the heart of highly urbanized Taipei city, which is paradoxically world’s apart with it’s hilly context and tranquil river view, community vegetable garden, narrow alleyways and steps, exuberant flora alongside with self constructed “illegal” houses.The site has long been an issue since the city is growing more prosper and regularized in the process of modernization . In 2006, the Taipei city authority decided to transform the Treasure Hill by introducing “Art Village” into the community. Some of the residents accept the authority’s offers to left their home in Treasure Hill and make way for the transformation.
There are a few elderly people who is living alone in Treasure Hill, all of them are retired servicemen, retreated from mainland China in 1949 and with no family members. Social workers are visiting them regularly. However this interaction is not enough to generate that sort of family affection or companionship they desired, to have that kind of affection, the interaction should be more intimate such as living under one roof with family members.
Furthermore, the transformation, has change the structure of community (eg. intervention of “Art Village”, visitor and their neighbors being moved out), the interaction between neighbors is diminishing. So, there should be a program or space to bring them back together.
In this scenario, there are opportunities for the elderly to earn their own livings while contributing and sharing experience with different groups of people and participate in relationship with different group of people.
THE DESIGN SCHEME:
This design scheme with the title “Happy Together” is intended to deal with the issues that are confronting the elderly who are living alone in the community after the transformation.
The novel idea of expanding unused spaces into Bed & Breakfast for visitors generates various possibilities. For instance, it can initiate a program that helps senior citizens who are living alone in engaging with different groups of people. Furthermore, visitors to the Bed & Breakfast can be encouraged to provide companionship to the elderly and provide any care if needed, in exchange, the elderly can act as tour guides for visitors to experience the community.
Eventually, the elderly can sustain their living by running the B&B and most importantly, this proposal can bring more awareness on improving the living quality of the elderly, hence, achieving social sustainability.
